Just found this on Ebay. When you look, you'll know as much about it as I do. I didn't like the price very much.

KOBARU  Easy to use "Pen Type" track cleaner and coating
Just slide the marker over the track and cleans and protects the track.

How strange, wonder what it's made from... its probably a cheap felt tip pen injected with some cleaning product, i dunno meths or carbon or sopmething
