Different engine sheds. must be one for southbound and one for northbound perhaps? I beleive it may be to turn locos around the trains if one is pushing and one pulling maybe?

Dunno, maybe one for steam, one for deisel. Or perhaps there are so many locos they need two roundhouses.

Could it be as simple as the fact that there wasn't enough room between the road to the north and the existing track for a 360' roundhouse - so they built two 180s?

No idea. The only info I have is from this interesting photo page about turntables.

I was searching for alternatives to the Hornby turntable when I found them. I see there's also one with bigger roundhouses in Santiago.
