Are these sound decoders?

No I don't think so.  The "Lok"  sound decoders are usually called "Loksound".  Lokpilots are just decoders.  I believe these are a standard 8 pin DCC decoder.

The part number at the top of the page is similar (LS52611).  The price on ebay seems a bit high to me.

What got me wondering was the Loksound on the end of the box. Bablefish didn't help at all in this case.
