I'm not sure but the only explanation that makes sense to me ist that this engine worked on dual gauge track. Thus, the smaller set of buffers would be for the narrow gauge rolling stock. |

That's what it appears to be according to the info I've since found on David Hey's website, but that's about all he knows too. |
