Found this website while looking for the Penrith 'sign'.

Some excllent photos there if you delve into the website, including this loco with a strange double buffer arrangement. Anyone know what they were for?

I'm not sure but the only explanation that makes sense to me ist that this engine worked on dual gauge track. Thus, the smaller set of buffers would be for the narrow gauge rolling stock.

That's what it appears to be according to the info I've since found on David Hey's website, but that's about all he knows too.
