Apart from the fact it's just been listed, the smart Ebayer doesn't bid until the last 9 seconds or even less if they have a fast connection and even faster fingers.

Do you use the two window method?

Yes sometimes more if there is more than one thing ending at the same time

Open 2 windows for the same item. Enter your maximum bid in the second window. Refresh the first window till there are 9 seconds left to go. Then click 'confirm bid' in the second window.
