I wonder if it's a Hornby tender or if the wheels are isolated? Quite cheap for a Scammell too.

Hornby did actually make a double tender scotsman a few years ago. There were two versions, one was a BR blue/grey second tender to match the livery of BR coaches at the time, and one in LNER green, like the Live Steam set.

From some of the pics it looks like it is attached to the track, also it appears to have been moulded into a block shape if you look carefully, so it would catch the rails.
