Polyethylene AdhesiveOtherwise known as polythene, which the small Airfix figures are made from, has always been a problem when it comes to gluing anything to it. The solution might be to try 3M Scotch-Grip Plastic Adhesive 4693. It's the only adhesive I've seen that mentions that it is suitable for bonding polyethylene.

Chris Ellis says that there is a film on them for releasing the figures from the mould. I've found that giving them a good scrub with a toothbrush, like he advises, helps the paint stick a little better, although not pefectly. Some people on modelling forums suggest coating them with something, though I can't remember what it was.
An idea I had recently for sticking the Airfix tank tracks together is to use the rubber cement from a bicycle repair kit. I must try it to see if it works.

For painting poly, I've found that Halfords matt white undercoat spray (for cars) works well. It sticks to the poly and takes paint very well. Just don't be heavy handed when spraying the piece.
